This matter is taken up through Hybrid Arrangement (Virtual /Physical Mode).

Heard learned counsel for the Petitioner as well as learned counsel for the State. Perused the record.

The present writ petition has been filed by the petitioner with a direction to the Opposite Party No.5 to dispose of the grievance petition of the petitioner dated 16.11.2020.

It is submitted by learned counsel for the Petitioner that the grievance petition of the petitioner dated 16.11.2020 under Annexure-9 has not been taken into consideration by the Assistant Registrar, Co-operative Societies, Kendrapara Circle-Opposite Party No.5. He further submits that the Opposite Party No.5 is not considered the same till date despite direction of this Court. In such view of the matter, Assistant Registrar, Co-operative Societies, Kendrapara Circle-Opposite Party No.5 may be directed to consider the grievance petition dated 16.11.2020 under Annexure-9 within a stipulated period of time.

Learned counsel for the State submits that he has no objection, if a direction is given to the authorities to consider the grievance petition of the petitioner within a stipulated period of time. 6.

Considering the submissions made by the respective parties, this Court disposes of the writ petition at the stage of admission without expressing any opinion on the merits of the case with a direction to the Assistant Registrar, Co-operative Societies, Kendrapara Circle-Opposite Party No.5 to consider the grievance petition of the Petitioner dated 16.11.2020 under Annexure-9 in accordance with law within a period of two months from the date of production of certified copy of this order. It is open for the Opposite Party No.5 giving opportunity of hearing to the petitioner and further the petitioner also file additional documents within two weeks from today. Further the Opposite Party No.5 is directed to consider strictly the grievance petition of the Petitioner and dispose of the same by passing a speaking and reasoned order. Any decision taken on the same shall be communicated to the Petitioner within a period of two weeks thereafter.

With the aforesaid direction, the writ petition stands disposed of.

Urgent certified copy of this order be granted on proper application.
