This matter is taken up through video conferencing mode. 2.

Heard Mr. D.P. Mohanty, learned counsel for the petitioner and Mr. A.R. Dash, learned Additional Government Advocate.

According to Mr. Mohanty, the petitioner is aggrieved by the taking over possession of his land and making construction over the said property in violation of the provisions of law. He further submits that even till today, no compensation has been paid to the petitioner.

During course of hearing, Mr. Mohanty submits that liberty may be granted to the petitioner to approach the Collector, Boudh (opposite party No.1) in the matter by filing a grievance petition and the said opposite party be directed to take a decision on such motion within a specific time period. 5.

Considering the submissions made and without expressing any opinion on the merits of the case, this Court grants liberty to the petitioner to file a comprehensive grievance

// 2 // petition before the Collector, Boudh (opposite party No.1) through registered post within a period of two weeks from today. In the event, such petition is filed along with a copy of this order, the opposite party No.1 is directed to take a decision on the same in accordance with law within a period of four months from the date of receipt of such grievance petition and communicate the result of such exercise to the petitioner. 6.

Accordingly, this writ petition is disposed of. 7.

As the restrictions due to resurgence of COVID-19 situation are continuing, learned counsel for the parties may utilize a printout of the order available in the High Court's website, at par with certified copy, subject to attestation by the concerned advocate, in the manner prescribed vide Court's Notice No.4587, dated 25th March, 2020, modified by Notice No.4798, dated 15th April, 2021, and Court's Office Order circulated vide Memo Nos. 514 and 515 dated 7th January, 2022.
