Heard Mr. Budhadev Routray, learned Senior Advocate along with Mr. S.K. Samal, learned counsel for the petitioners and Mr. A.K. Mishra, learned Additional Government Advocate.

In this writ petition, the petitioners, who are the students prosecuting Craftsmanship Training Course i.e. ITI Course in different trades in different private ITIs of the State have approached this Court on account of failure of the SC & ST Department in not disbursing the scholarship / stipend from the Opposite Party No.1 for which they are facing difficulties to complete the Craftsmanship Training Course.

Further grievance of the petitioners is that in order to get the scholarship, a student has to register his name in the State Scholarship Portal in which the Post Matric Scholarship has been given by the State Government for the SC & ST students and during the time of registration, a student has to register his Aadhar number after receiving a one time password (OTP) is given to the registered mobile number for linking with the Aadhar of such student and on the basis of the OTP, the mobile number is linked with Aadhar. Their difficulties faced by the students is that the mobile number which was linked to the Aadhar in most of the cases have in the meanwhile changed / not in use for which they are unable to receive the

OTP and link their Aadhar number as a result of which they have been deprived of getting Scholarship/stipend from the SC & ST DepartmentOpposite Party No.1. 5.

In this regard, the State Private Industrial Training Institute Association on behalf of the petitioners have sent representations vide email to the Opposite Party No.1-Principal Secretary describing their difficulties and praying for skipping the OTP verification through mobile link and also to open the Scholarship Portal which was open till the end of March, 2022, for more time so that they can complete the scholarship application process and get the stipend. These representations are annexed as Annexures- 9 to 11.

Considering the difficulties faced by the Petitioners and the fact that they are in dire need of the stipends, this writ application is disposed of directing the Opposite Party No.1 to dispose of the representations vide Annexures- 9 to 11 within a period of 6 weeks of the receipt of copy of this order along with copy of the writ application so that the problems of the petitioners are solved.

The Petitioners shall submit a copy of the order along with copy of the writ application within a period of 15 days before the Opposite Party No.1 enable him to take a decision in the matter. 8.

Accordingly, the writ petition is disposed of. Issue urgent certified copy as per rules.
