Heard Mr. Budhadev Routray, learned Senior Advocate along with Mr. S.K. Samal, learned counsel for the petitioners and Mr. A.K. Mishra, learned Additional Government Advocate.

In this writ petition, the petitioner-State Private Industrial Training Institute Association (SPITIA) is a registered association representing the private I.T.Is. which are affiliated to D.G.T. and those institutions are imparting craftsmanship course as peer the norms prescribed by the D.G.T. 4.
The grievance of the petitioner association is that a State Scholarship portal has been created where post matric stipend/ scholarship has been given to the SC & ST students, in order to get the same, a candidate has to register his name in the State Scholarship Portal in which the post matric scholarship has been given by the State Government for the ST & SC students and in order to get such scholarship, students have to register their name in the scholarship portal and during the time of registration, a student has to register his Aadhar. Accordingly, one time password (OTP) is given to the registered mobile number which was linked with the Aadhar of such student and on the basis of the OTP, sent to the mobile number linked with Aadhar, students are eligible to get their name registered with the State Scholarship Portal, to get such scholarship / stipend. But in the meanwhile the mobile number which was linked with the Aadhar in most of the cases has changed or is not in use, for
which the students are not getting the one time password for which they have been deprived of getting such scholarship from the SC & ST Development Department- Opp. Party No.1. This has deprived a genuine student, belonging to SC/ST Category to get the scholarship/ stipend for prosecuting the Craftsmanship Training course in terms of the decision of the Government. 5.
The petitioner has further stated that the petitioner association after looking into the problems which are being faced by large number of such students who are prosecuting study in different private ITIs, it has made several representations through e-mail to the Principal, Secretary to Government ST & ST Development Department, Opposite party No.1 requesting him to waive out the OTP verification through mobile linked with Aadhar and further requested to open the scholarship portal for the unregistered trainees for a longer period more than 75,000 numbers of students are prosecuting in different private ITIs course out of which there are 30,000 numbers of students who belongs to ST & SC category. Copies of the representations submitted by the petitioner Association before Opposite Party No.1 are annexed as Annexures- 9 to 11 to the writ application.

Considering the difficulties faced by the students belonging to the SC & ST, who are being deprived of scholarship / stipend, this writ application is disposed of directing the Opposite Party No.1 to consider and dispose of the representations vide Annexures- 9 to 11, in a manner that will solve the problems faced by the students belonging to SC and ST category. So that they can register their names in the State Scholarship Portal. 7.
The Petitioner shall submit a copy of the order along with copy of the writ application within a period of 15 days before the Opposite Party No.1 enable him to take a decision in the matter.

Accordingly, the writ petition is disposed of. Issue urgent certified copy as per rules.
