Heard learned counsel for the Parties. One extra copy of the Writ Petition be served on Mr.U.K.Sahoo, learned Additional Standing Counsel for the State.

Considering the submission of the Petitioner and on perusal of the pleadings as well as documents appended to the Writ Petition, this Court finds, the sum and substance of the Petitioner's allegation is that in spite of plethora of Schemes being introduced by the Government of Odisha, the Petitioner is unable to get any such benefit. From entire reading of the Writ Petition, this Court nowhere finds that the Petitioner has any specific allegation and/or claim before any Competent Authority. In the process, finding difficulty in entertaining the Writ Petition of this nature, this Court, however,
// 2 // while declining to entertain the Writ Petition observes, in the event the Petitioner has any specific grievance/claim involving any Scheme, he may apply to the Competent Authority by appropriate Application within reasonable period. In the event any such Application is made, the Authority concerned shall do well in taking decision, if necessary, involving the Petitioner. 3.
The Writ Petition thus stands disposed of.

Issue urgent certified copy.
