This matter is taken up through hybrid mode.

Mr. B.S. Tripathy, learned counsel for the petitioner states that the petitioner may be permitted to withdraw the writ application with liberty to file a fresh representation before the authority. Therefore, necessary direction is sought for disposal of such representation within a reasonable time.

Having heard learned counsel for the petitioner, this Court, without expressing any opinion on the merits of the case, disposes of the writ petition with a direction to the petitioner to file a fresh representation before the authority agitating his grievances, as have been agitated in this writ petition, within a period of fifteen days. In the event the petitioner files a fresh representation, the authority shall consider and dispose of the same by passing an appropriate order in accordance with law, as early as possible, preferably within a period of three months thereafter.
