By way of this writ petition the Petitioner alleges that even though he has completed the construction under a contract and submitted bills relating to the same, dues under the bills has not been released as yet, thereby compelling the Petitioner to make a complaint before the Collector, Bhadrak. Through Annexure-4 it has also been established that the Collector has also received such complaint of the Petitioner. It is here alleged that in spite of passing of three years' time, there is no development on this issue as yet. This Court, therefore, directs, in the event any such dispute relating to the dues under the bills involving the Petitioner still exists, final decision on such issue shall be taken by the competent authority within a period of one & half months from the date of communication of an authenticated copy of this order by the Petitioner.
