Ms. Mohapatra, learned advocate appears on behalf of petitioners and submits, prayer in the petition is challenge to election held on 7th November, 2021, in violation of clauses 10 and 11 in the constitution of Fakir Mohan Sahitya Parisad. Her clients had by their earlier writ petition, moved this Bench, when on order dated 7th January, 2022, there was direction upon Additional District Magistrate, Balasore to deal with and dispose of her clients' representation dated 8th November, 2021. By order dated 10th February, 2022 the Additional District Magistrate said he does not have jurisdiction. Hence, her clients are again before this Court. 2.
Mr. Rath, learned advocate appears on behalf of caveator opposite party no.5. He submits, his client is registered under the
// 2 // Societies Registration Act, 1860. The proper authority is the Registrar. As such, the writ petition is not maintainable. 3.
Petitioners must approach the Registrar of Societies with their grievance. They may do so as soon as they can. 4.
