Petitioner, this Court permits the Petitioner to withdraw this writ petition with liberty to approach under appropriate provision of law under the Odisha Grama Panchayats Act, 1964. It is also open to the Petitioner to raise all such grounds raised in this writ petition in appropriate proceeding.

The writ petition is, accordingly, disposed of as withdrawn but with liberty as prayed for.
