The Petitioner was ex-licensee for operating IMFL 'OFF' shop (retail) at Barracks Road, Old Bus Stand, Berhampur for the excise year 2020-2021.

The grievance raised in the writ petition is with regard to retention of the security deposits of the bank guarantee offered for the aforesaid license for the excise year 2020-2021. 4.

At the time of resumed hearing, counsel for the Petitioner submits that the present writ petition has become infructuous as the bank guarantee stands released by refund of the security deposits. 5.
