This matter is taken up through Hybrid Arrangement (Virtual /Physical Mode).

The present writ application has been filed seeking a direction to the opposite parties to promote the Petitioner to the rank of Odisha Revenue Service Group B (Junior Branch) with effect from 29.12.2021 and to grant all financial and consequential service benefits flowing from the date of promotion.

It is submitted by the learned counsel for the Petitioner that despite brilliant service record the case of the Petitioner has not been considered whereas juniors to the Petitioner have been considered and promoted to the post of ORS and being aggrieved by the said action of the Opposite Parties the Petitioner has filed a representation to the Principal Secretary, Revenue and Disaster Manager Department, Bhubaneswar, Opposite Party No.1 on 10.01.2022 to consider his case for promotion to the rank of ORS as juniors to him have been promoted in the meantime and it is also submitted that the case of the Petitioner may be considered as vacancies are available and he is otherwise

// 2 // eligible and suitable in all respect. It is also the submission of the learned counsel for the Petitioner that the representation of the Petitioner is pending without consideration as of now. 4.

Learned Additional Standing Counsel submits that he has no objection if a direction is given to the Opposite Party No.1 to consider the representation of the Petitioner in accordance with law within a stipulated period.

Considering the submissions of the learned counsel for the respective parties the writ application is disposed of at the stage of admission with a direction to the Opposite Party No.1 to consider the representation of the Petitioner in accordance with law within a period of two months from the date of production of certified copy of this order. The Opposite Party No.1 is also directed to dispose of the representation of the Petitioner under Annexure-6 within the aforesaid period by passing a speaking and reasoned order. Decision so taken on the representation of the Petitioner shall be communicated to the Petitioner within a period of two weeks thereafter. 6.

With the aforesaid observation the writ application stands disposed of.

Issue urgent certified copy as per Rules.
