This matter is taken up through hybrid mode.

On the oral prayer of Mr. Namtoar, learned counsel for the Petitioner, State of Odisha, represented through its Principal Secretary, Revenue and Disaster Management Department, Government Odisha, Bhubanewar is allowed to be impleaded as Opposite Party No.3 to the writ petition. Necessary correction be carried out in the cause title of the writ petition in Court itself.

Petitioner in this writ petition prays for early disposal of Mutation Case No.2194 of 2021 pending before Tahasildar, Keonjhar-Opposite Party No.1.

It is submitted by learned counsel that the Petitioner on the basis of the registered sale deed executed by the recorded tenant, has filed Mutation Case No.2194 of 2021 to mutate the land in question in his name and to issue ROR in his favour. The Vender has already entered appearance and has no objection to the prayer made in the mutation case. There is also

// 2 // no legal impediment for early disposal of the mutation case by the Tahasildar, Keonjhar. In spite of the same, the Tahasildar, Keonjhar has not made any endeavour for early disposal of the mutation case. Hence, this writ petition has been filed for the aforesaid relief.

Mr. Mishra, learned AGA submits that he has no instruction in the matter. However, if the matter is otherwise ready and there is no legal impediment for early disposal of Mutation Case No.2194 of 2021, the Tahasildar, Keonjhar should make an endeavour for early disposal of the same in accordance with law.

Taking into consideration the submissions made by learned counsel for the parties, this Court, without expressing any opinion on the merit of the case of the Petitioner, disposes of the writ petition with a direction that on production of certified copy of this order within a period of two weeks hence, Tahasildar, Keonjhar shall make an endeavour for expeditious disposal of Mutation Case No.2194 of 2021, preferably within a period of four months there from in accordance with law giving opportunity of hearing to the parties concerned, if there is no legal impediment.

Issue urgent certified copy of the order on proper application.
