This matter is taken up through hybrid mode.

The Petitioner in this writ petition seeks for a direction for restoration of power supply to the Lift Irrigation Point (L.I. Point) having Consumer No.PLIGP-25 at Putipadar under Konisi Tahasil in the district of Ganjam.

Mr. Nayak, learned counsel for the Petitioner submits that the L.I. Point of the Petitioner was provided with power supply vide Consumer No.PLIGP-25 since 1980. But it was disrupted in the year 1999 due to Super cyclone. Thereafter, the Petitioner made several approaches to the Authority for restoration of power supply to the L.I. Point. The Junior Engineer (Electrical), Bhanjabihar Electrical Section, Bhanjabihar vide its letter dated 18th February, 2021 (Annexure-3) was stated that request for restoration of power supply is under consideration. But, till date, no action has yet been taken on the same. Hence, this writ petition has been filed for the aforesaid relief.

Mr. Sahoo, learned counsel for the TPSODL submits that the case of the Petitioner is not under active consideration, but as it requires installation of poles and drawing of three phase line, the same could not be restored after lapse of twentyone years. The Petitioner, if so advised, may make an application for fresh connection, which can be considered in accordance with law.

Taking into consideration the submissions made by learned counsel for the parties, this Court finds that no decision for restoration of power supply to the L.I. Point of the Petitioner has yet been taken by the Authorities under the TPSODL. Hence, this Court without expressing any opinion on the merits of the case of the parties disposes of this writ petition with a direction to the Executive Engineer, TPSODL, Berhampur-Opposite Party No.1 to take a decision on the application for restoration of power supply to the L.I. Point of the Petitioner as expeditiously as possible preferably within a period of one month from the date of the production of certified copy of this order and communicate the result thereof to the Petitioner forthwith.

Urgent certified copy of this order be granted on proper application.
