1. The Petitioner's representation at Annexure-4 shall be examined by the Collector-cum-District Magistrate, Jajpur and after giving a hearing to the Petitioner and examining the records, the Collector shall pass a reasoned order thereon within a period of four months and in any event, not later than 1st March, 2023. The Court clarifies that it has not expressed any view in the matter.

2. The writ petition is disposed of in the above terms.
