Since the Annexure-3 is not entertainable by the Opposite Party No.2, this Court is not inclined to entertain the writ petition. However, considering the request made by Mr. Swain, learned counsel for Petitioner, this Court permits the Petitioner to withdraw this Writ Petition with liberty to approach the competent authority for this purpose.

The Writ Petition is, accordingly, disposed of as withdrawn, but with liberty as prayed for.
