In this Writ Petition, the petitioner has challenging the action of the opposite party Nos. 1 to 3 in excluding him by way of shortlisting for participating in the selection process for appointment to the post of Vice-Chancellor of Odisha University of Agriculture & Technology and empanelment of the opposite party Nos. 5 to 16 for consideration on the ground that the same was illegal, arbitrary and fraught with mala fides and violation of the Regulation 2010.

4. Learned counsel for the petitioner submits that the grievance of the petitioner raised in this Writ Petition has
