The present petition prays for action against 'sand mafias' without naming any of the so called 'sand mafias.' It is not possible to entertain petition like this which does not make the persons likely to be affected by the prayers made as party Respondents. Leaving it open to the Petitioner to file a proper petition, this petition is disposed of.
