This matter is taken up through hybrid mode.

Mr. Nayak, learned counsel for the Petitioner makes an oral prayer to implead the State of Odisha, represented through Principal Secretary, Revenue and Disaster Management Department, Bhubaneswar as Opposite Party No.2 to the writ petition.

Prayer is allowed. Mr. Nayak, learned counsel for the Petitioner is permitted to implead the State of Odisha, represented through Principal Secretary, Revenue and Disaster Management Department, Bhubaneswar as Opposite Party No.2 to the writ petition in Court.

The Petitioner in this writ petition prays for a direction to the Tahasildar, Bhubaneswar for grant of certified copy of Sabik R.O.R. No.144 of Mouza Kantabad in the district of Khurda (erstwhile undivided district of Puri).

Mr. Nayak, learned counsel for the Petitioner submits that although the application for issuance of certified copy of the aforesaid R.O.R. was filed before the Tahasildar,

// 2 // Bhubaneswar on 23rd February, 2022, the same has not yet been granted. It is also his submission that copy application made by the Petitioner is complete in all respect and there is no legal impediment on the part of the Tahasildar, Bhubaneswar for grant of certified copy of Sabik R.O.R. Hence, he prays for a direction for the aforesaid relief.

Mr. Mishra, learned Additional Government Advocate submits that from the materials available on record, certified copy of the Sabik R.O.R. No.144 sought for by the Petitioner appears to be of the year 1929-30. Hence, the Tahasildar, Bhubaneswar may require some time to find out the same and grant the certified copy.

Taking into consideration the submissions made by learned counsel for the parties, this Court without expressing any opinion with regard to entitlement of the Petitioner for grant of certified copy of Sabik R.O.R. No. 144 of Mouza Kantabad, this Court disposes of this writ petition with a direction that on production of certified copy of this order, the Tahasildar, Bhubaneswar shall make an endeavour to grant certified copy of the same as expeditiously as possible, preferably within a period of eight weeks therefrom subject to compliance of deficiency, if any, in the copy application. If, for any reason, the Tahasildar, Bhubaneswar is of the considered opinion that certified copy as sought for by the Petitioner cannot be granted, reason thereof shall be communicated to the Petitioner within the aforesaid period.

Urgent certified copy of this order be granted on proper application.
