1. Learned counsel appearing for the Petitioners is repeatedly asked if he is prepared to furnish a list of farmers who according to him have not been paid the agricultural input subsidy for Kharif 2011 and Winter 2011 crops. Apart from saying that the farmers in the entire Block have been not been paid, he is not willing to furnish any such list.
2. In the absence of such a list of individual farmers who may be affected, it is not possible for the Court to issue effective directions in that regard.
3. As and when the Petitioners are able to compile a list of individual farmers who are affected, it will be open to them to make a proper representation to the authorities with the identity particulars of such individual farmers and if such representation is made not later than 16th May 2022, it will be addressed after hearing each of those individual farmers by a mechanism to be devised by the Opposite Parties within a period of three months
thereafter and appropriate orders shall be passed thereon in each of the cases.
4. The writ petition is disposed of in the above terms.
