Heard learned counsel for the Parties.

Referring to Annexure-1, a serious allegation is made by the learned counsel for the Petitioner against the decision of the Phulbani Municipal Authority in illegally raising the Holding Tax from Rs.980/- to straight Rs.78,350/- per month, i.e., nearly 75 times. Learned counsel for the Petitioner, however, brings to the notice of the Court that objecting to such illegal enhancement of the Holding Tax, there are representations pending at Annexure-2 series. 3.
This Court does not entertain the common representation through such Committee, as there might be requirement of examination of individual case for the variety nature of houses must be involved herein. However, if the Petitioner himself is aggrieved
// 2 // by the assessment at Serial No.2 of Annexure-1, it will be open to the Petitioner to make an individual attempt to the Competent Authority for re-consideration of the issue involving the Petitioner but however subject to deposit of at least Rs.5000/- (rupees five thousand) without prejudice to his rights and contentions involved in the complaint. If the said deposit is made along with the application within ten days from today, there shall be no coercive action against the Petitioner involving the decision at Annexure-1 till an ultimate decision is taken by the Competent Authority. 4.
