1. On the short ground that the Petitioner, who had purchased the plot in question from the original lessor on 6th December, 1982 i.e. much before the impugned order dated 24th July, 1989 of the Additional District Magistrate, Bhubaneswar (ADM) in Revision Case No.31 of 1989 was not issued notice prior to such order being passed, the impugned order is hereby set aside. Revision Case No.31 of 1989 is restored to the file of ADM, Bhubaneswar and will be listed there on 26th September 2022 on which date the Petitioner will appear along with a downloaded copy of this order.

2. The ADM, Bhubaneswar is requested to proceed in accordance with law and after hearing the Petitioner, pass a reasoned order disposing of the said Revision Case No. 31 of 1989 within a period

of four months thereafter. Till such time, the status quo order passed by this Court on 15th March, 2013 will continue.
