This matter is taken up through Hybrid Arrangement (Virtual /Physical Mode).

Heard learned counsel for the Petitioner and learned Additional Government Advocate.

The Petitioner has filed the present writ application with the following prayer:

"It is therefore prayed that this Hon'ble Court may graciously be pleased to issue the writ of mandamus on any other Writ/Writs directing to the Opposite Party No.3 for consideration of promotion of the Petitioner departmentally for the post of Junior Engineer/ET in the light of recommendation made by the Government of Odisha, Department of Energy vide Letter dated 26.08.2020 and 06.09.2019 and further direct the Opposite Party No.3 for consideration of the pending representation dated 07.01.2022 under Annexure-11 for promotion to the rank of Junior Engineer, Electrical taking into account the recommendation made by the Government of Odisha, Energy Department as well as on the basis of Diploma in Electrical Engineering qualification within a stipulated time limit.

And pass any other orders as this Hon'ble Court deems fit and proper."

In course of hearing of the writ application, learned counsel for the Petitioner submits that ventilating his grievance, the Petitioner has submitted a representation before the CEO, TPSODL, Corporate Office, Berhampur, Opposite Party No.3 on 07.01.2022 under Annexure-11 It is also submitted by the learned counsel for the Petitioner that the said representation is pending as of now. It is also submitted by the learned counsel for the Petitioner that a direction be issued to the Opposite Party No.3 to consider the representation of the Petitioner within a stipulated period of time. 5.

Learned Additional Standing Counsel on the other hand submits that he has no objection if the representation of the Petitioner is considered by the Opposite Party No.3, which is stated to be pending, in accordance with law within a stipulated period of time. 6.

Considering the limited nature of grievance of the Petitioner, the writ application is disposed of at the stage of admission with a direction to the Opposite Party no.3 to consider the representation of the Petitioner in accordance with law within a period of two months from the date of production of certified copy of this order. The Opposite Party No.3 shall do well to dispose of the representation of the Petitioner under Annexure-11 taking into consideration Annexures-8, 9 and 10 by passing a speaking and reasoned order. The decision so taken on the representation of the Petitioner, shall be communicated to the Petitioner within a period of two weeks thereafter.

With the aforesaid observation, the writ application stands disposed of.

Issue urgent certified copy as per Rules.
