This matter is taken up through hybrid mode.

Heard Mr. A. K. Mohapatra, learned Counsel for the Petitioner and Mr. A. K. Mishra, learned Addl. Government Advocate.

As it appears, the Petitioner has retired from service on 31.08.2008 and thereafter made grievance before the authority only on 15.05.2012 vide Annexure-5 claiming for grant of the benefits pursuant to recommendation of the Shetty Commission on the basis of seniority as per his position in the gradation list. But the same was rejected vide Order dated 09.03.2017 under Annexue-7. Against the said Order, the Petitioner has approached this Court by filing the present Writ Petition after five years, i.e., on 06.04.2022. Therefore, the Writ Petition suffers from delay and laches. 4.

In that view of the matter, this Court is not inclined to
