This matter is taken up through video conferencing mode. 2.

Heard Mr. S. Panda, learned counsel for the petitioners and Mr. A.R. Das, learned Additional Government Advocate. 3.

According to Mr. Panda, the petitioners are aggrieved by the action of the authorities in publishing certain notifications basing on the Social Impact Assessment Report prepared under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation & Resettlement Act, 2013 without following the procedure prescribed under law. 4.

During course of hearing, Mr. Panda submits that liberty may be granted to the petitioners to approach the Secretary, Revenue & Disaster Management Department (Opposite party No.1) for redressal of their grievances by filing a grievance petition and the said opposite party be directed to take a decision on such motion within a specific time period after giving reasonable opportunity of hearing to the parties. In this he suggested that the petitioner No.1 be permitted to represent

// 2 // the petitioner before opposite party No.1 on behalf of all the petitioners.

Considering the submissions made and without expressing any opinion on the merits of the case, this Court grants liberty to the petitioners to file a grievance petition before the Secretary, Revenue & Disaster Management Department (Opposite party No.1) through speed post within a period of ten days from today. In the event, such a petition is filed along with a certified copy of this order, the opposite party No.1 is directed to take a decision on the same in accordance with law within a period of three months from the date of receipt of such grievance petition after giving reasonable opportunity of hearing to petitioner No.1 on behalf of all the petitioners and to opposite party Nos.2 to 7 and communicate the result of such exercise to petitioner No.1, who in turn is directed to share such information with other petitioners.

Accordingly, this writ petition is disposed of. 7.

Urgent certified copy of this order be granted proper application.
