This matter is taken up through Hybrid Arrangement (Virtual /Physical Mode).

Heard learned counsel for the Petitioner.

It is submitted by the learned counsel for the Petitioner that being aggrieved by the action of the Opposite Party No.3, the Block Development Officer, Bhawanipatna who is not transferring the Last Pay Certificate (LPC) and original Service Book of the Petitioner, the Petitioner approaches this Court by filing the present writ application.

It is submitted by the learned counsel for the Petitioner that he has submitted a representation before the Collector & District Magistrate, Opposite Party no.2 under Annexure-6. It is stated that the same is pending as of now and no decision has been taken till date.

Considering the limited nature of grievance of the Petitioner, the writ application is disposed of at the stage of admission directing
// 2 // the Opposite Party No.3-Block Development Officer, Bhawanipatna to transmit the Last Pay Certificate (LPC) as well as original Service Book of the Petitioner to the Office of Block Development Officer, Kesigna, Opposite Party No.4 within a period of four weeks from today if the same has not been transmitted in the meantime. Further, it is open for the Opposite Party No.2 to consider the representation of the Petitioner, which is stated to be pending before him and pass necessary orders considering the grievance, which has been highlighted in the said representation of the Petitioner and the Opposite Party No.2 shall take a decision by passing a speaking and reasoned order. The decision so taken on the representation of the Petitioner shall be communicated to the Petitioner within two weeks thereafter.
