This matter is taken up through Hybrid Arrangement (Virtual /Physical Mode).

Heard learned counsel for the Petitioner as well as learned counsel for the State. Perused the record.

The present writ petition has been filed by the petitioner with the following prayers:- "It is therefore prayed that this Hon'ble Court may graciously be pleased to :

(i) Admit and allow the writ petition of the petitioner and issue notice to the Opp. Parties;

(ii) After hearing the parties, to quash / set aside the Notification No.673, dated 15.02.2019 of Opp. Party No.2 under Annexure-6 and promotion may be given to the petitioner to the rank of Godown Manager w.e.f. 08.10.2013 keeping in view of his seniority and extend all consequential benefits from that date and also direction may be issued to the Opp. Party No.2 to give

// 2 // promotion to the petitioner to rank of Area Manager before the Promotion of Opp. Party No.3 with all other consequential benefits; and (iii) The Hon'ble Court may be pleased to issue direction to the Registrar Co-operative Societies Odisha (Opposite Patrty No.1) to dispose of representation dated 18.10.2021 of the Petitioner under Annexure-8 within time limit.

(iv) To pass such other orders/directions as deemed fit and proper."

It is submitted by learned counsel for the Petitioner that although the petitioner has filed representation dated 18.10.2021 under Annexure-8 before the Registrar Cooperative Societies, Odisha, Head of Department Building, Bhubaneswar-Opposite Party No.1, the same is still pending before the said Opposite party and the said Opposite Party has not taken any decision as of now. 5.

Learned counsel appearing for the State submits that he has no objection, if a direction is given to the authorities to consider the grievance petition of the petitioner in accordance with law within a stipulated period of time.

Considering the submissions made by the respective parties, the limited nature of grievance involved in the present writ petition, this Court disposes of the writ petition at the stage of admission with a direction to the Registrar Cooperative Societies, Odisha, Head of Department Building, Bhubaneswar-Opposite Party No.1 to consider the representation of the Petitioner dated 18.10.2021 under Annexure-8 in accordance with law within a period of two months from the date of production of certified copy of this order. Further rit is open to the petitioner to take additional documents as well as in support of his claim before the Opposite Party No.1 while

// 3 // considering of his representation under Annexure-8. It is needless to mention here that the representation of the petitioner shall be considered and disposed of by passing a speaking and reasoned order on the same. Any decision taken on the same shall be communicated to the petitioner within a period of two weeks thereafter. 7.

With the aforesaid observation/direction, the writ petition is disposed of.

Urgent certified copy of this order be granted on proper application.
