Heard Mr. Gokulananda Padhi, learned counsel for the Petitioner and Mr. P. K. Parhi, learned Assistant Solicitor General of India and Mr. P.P. Mohanty, learned Additional Government Advocate.

After some arguments are advanced, learned counsel for the Petitioner states that the Petitioner may be permitted to withdraw this Writ Petition with liberty to approach the appropriate Authority.
