This matter is taken up through Hybrid Arrangement Order No.
(Virtual/Physical Mode).

Heard learned counsel for the Petitioner and learned counsel for the State.

The writ petition filed by the petitioner involves the following prayer:
"It is, therefore, most humbly prayed that this Hon'ble Court may graciously be pleased to admit the writ application, to issue rule Nisi calling upon the opposite parties to show cause as to why the prayers made hereunder be not allowed. Upon showing insufficient cause/no cause make the said Rule absolute, issue writ/writs in the nature of i) Mandamus directing Opposite Parties to promote the petitioner to the rank of Deputy Executive Engineer and Executive Engineer w.e.f. notification dtd.26.8.2019 with all consequential service and financial benefit by declaring the action of Opp. Parties in denying the right of consideration of the petitioner for failure to submit the on line PAR for the relevant period keeping in view the GA & PG Department letter dtd.30.4.2020 under Annexure-4.
ii) And/or may pass such other writ/writs order/orders, direction/directions as this Hon'ble Court may think fit and proper for the ends of justice.
And for this act of kindness, the petitioner shall as in duty bound ever pray."

Learned counsel for the Petitioner submits that petitioner ventilating his grievance has filed a representation before the Additional Chief Secretary to Govt., Department of Water Resource, Govt. of Odisha, Bhubaneswar, Opposite Party No.1, dated 06.04.2022, which according to the petitioner is still pending consideration before the said Authority. Accordingly, a prayer has been made to direct the O.P. No.1 to dispose of the representation of the petitioner expeditiously. 5.
Considering the limited nature of grievance and considering the facts and circumstances of the case, this Court directs the Opposite Party No.1 to consider the representation of the Petitioner dated 06.04.2022 (Annexure-7) strictly in accordance with law, taking into account the documents at Annexures-4 and 5, as expeditiously as possible, preferably within a period of two months from the date of production of certified copy of this order. The Opposite Party No.1 shall dispose of the same by passing a speaking and reasoned order. Decision so taken be communicated to the petitioner within a period of two weeks thereafter. 6.
With the above direction, the writ petition stands disposed of. 7.
