Heard learned counsel for the Parties.

The Writ Petition involves a challenge to the notice at Annexure-4. For the opinion of this Court looking to the nature of notice, there is sufficient opportunity to the Petitioner to raise his case as raised herein for consideration of the competent authority and in no circumstance a Writ Petition was entertainable. Provided the dispute involving at Annexure-4 is still pending, it may be open to the Petitioner to appear before the Collector, Jagatsinghpur undertaking an exercise involved therein and disposing of such matter in involvement of the Petitioner by completing the entire exercise within a period of three months from the date of communication of this order by the Petitioner.
