This matter is taken up through hybrid mode.

Against the order with regard to lapsing of lease vide Annexure-15 dated 18.08.2015 and consequential order dated 25.08.2015 under Annexure-16, by which the mine has already been taken over by the Mining Officer, Bolangir Circle, Bolangir, the petitioner has approached this Court by filing the present writ petition. 3.

As it appears, the orders have been passed in the year 2015 but the petitioner has approached this Court in the year 2022. Therefore, the writ petition suffers from delay and laches. 4.

In that view of the matter, this Court is not inclined to entertain this Writ Petition at this belated stage, as the Writ Petition suffers from delay and laches, in view of the Judgment/Order of this Court in the case of State of Odisha v. Surama Manjari Das (W.P.(C) No. 15763 of 2021 dismissed on 16.07.2021).

Accordingly, the Writ Petition merits no consideration and the same is hereby dismissed.
