1. This matter is taken up through hybrid mode. Order No.

2. Heard learned counsel for the Petitioner, learned counsel for Opposite Party Nos.2 and 3 and learned Addl. Government Advocate for the State.

3. The grievance of the Petitioner is that despite passing the B. Tech. examination way back in the year 2016, her final pass degree certificate and other essential certificates were not issued to her despite repeated requests made. It is stated at the

// 2 // bar that the Institute in question namely, Apex Institute of Technology and Management, Bhubaneswar (Opposite Party No.4) has been closed down since 2018.

However, having regard to the fact that the Institute in question was affiliated to the Biju Patnaik University of Technology, Odisha, Rourkela (BPUT), the certificate can be issued by the University even if the Institute in which the Petitioner was studying has been closed down in the mean time.

5. Such being the case, the Writ Petition is disposed of with a direction to the BPUT (Opposite Party No.2) to issue all necessary certificates except Conduct/Character Certificate in favour of the Petitioner as per the procedure laid down in this regard within a period of two weeks from today. In so far as the Conduct/Character Certificate is concerned, Mr. D.P.Dash, learned counsel for the Opposite Party No.3, submits that the Conduct/Character Certificate can be issued by the authorities of the Institution. In such view of the matter, direction is also issued to Opposite Party No.3 to issue Conduct/Character Certificate in favour of the Petitioner within two weeks from today.

6. Urgent certified copy of this order be granted on proper application.
