This matter is taken up through Video Conferencing Mode. 2.

Heard Mr. A.K. Sahoo, learned counsel for the petitioner and Mr. S.S. Kanungo, learned Additional Government Advocate. 3.

At the outset, Mr. Sahoo undertakes to deposit the deficit Court fees of Rs.12/- in course of the day.

According to Mr. Sahoo, the petitioners are aggrieved by inaction of the authorities in disbursing the rehabilitation assistance amount though the same was recommended in their favour vide P.D. (R&R) Letter No.947 dated 6.12.2017 by the Collector & District Magistrate, Nuapada (opposite party no.3) to the Director (R&R)-cum-Joint Secretary to Government, Department of Water Resources, Odisha under Annexure-1 Series. During course of hearing, he submits that liberty may be granted to the petitioners to file grievance petitions before the Director (R & R) & Ex-Officio Additional Secretary to Government, Department of Water Resources (opposite party no.2) for redressal of their grievances and further prays that a direction be given to the said opposite party to take a decision on such petition within a stipulated time period.

Considering the submissions made and without expressing any opinion on the merits of the case, this Court grants liberty to the petitioner to approach Director (R & R) & Ex-Officio Additional Secretary to Government, Department of Water Resources (opposite party no.2) by filing individual grievance petition along with copy of this order through Registered Post within a period of two weeks. In the event such petitions are received by opposite party no.2, he/she is directed to take a decision on the same in accordance with law within a period of four weeks and communicate the result of such exercise to the petitioners.

The writ application is accordingly disposed of. 7.

As the restrictions due to resurgence of COVID-19 situation are continuing, learned counsel for the parties may utilize a printout of the order available in the High Court's website, at par with certified copy, subject to attestation by the concerned advocate, in the manner prescribed vide Court's Notice No.4587, dated 25th March, 2020, modified by Notice No.4798, dated 15th April, 2021, and Court's Office Order circulated vide Memo Nos. 514 and 515 dated 7th January, 2022.
