Heard Mr. J.K. Khuntia, learned counsel appearing for the petitioner and Mr. P.P. Mohanty, learned Addl. Government Advocate appearing for the State-Opposite Parties. 3.

The petitioner has filed this writ petition seeking to quash the order dated 24.01.2022 under Annexure-13, by which the bid of the petitioner has been cancelled followed by forfeiture of EMD and also initiation of proceeding of blacklisting the license. 4.

Mr. P.P. Mohanty, learned Addl. Government Advocate appearing for the State-Opposite Parties, on instructions, states that though process of blacklisting has been initiated against the petitioner, but no final order has been passed and, as such, the petitioner has not been blacklisted till now. Mr. J.K. Khuntia, learned counsel appearing for the petitioner contended that because of the order dated 24.01.2022 under Annexure-13, the authorities have not allowed the petitioner to participate in the tender process, to which Mr. P.P. Mohanty, learned Addl. Government Advocate appearing for the State-

Opposite Parties contended that the petitioner shall be permitted to participate in the tender process conducted by the authority. 6.

In the above view of the matter, the writ petition stands disposed of.
