This matter is taken up through Hybrid Arrangement Order No.
(Virtual/Physical Mode).

Heard learned counsel for the Petitioner and learned counsel for the State.

The writ petition filed by the petitioner involves the following prayer:
"Under the above circumstances, it is humbly prayed that the writ petition may be allowed:
(A) A writ of mandamus or an appropriate writ may be issued commanding the opposite parties to consider the case of the petitioner for promotion to the rank of Assistant Engineer and he may be given promotion to the rank of Assistant Engineer with effect from retrospective date, i.e. from the date his juniors have got promotion to the rank of Assistant Engineer with all consequential benefits and a declaration be made to the effect that the disciplinary proceeding pending against the petitioner for last 20 years is deemed to have been dropped, within a time to be stipulated by this Hon'ble Court;
(B) And any other order/orders or direction/directions may be issued so as to give complete relief to the petitioner; And for this act of kindness, the petitioner shall as in duty bound ever pray."

Learned counsel for the Petitioner submits that petitioner ventilating his grievance has filed a representation before the Director,
// 2 // Panchayati Raj and Drinking Water Department, Odisha, Bhubaneswar, Opposite Party No.2, dated 06.01.2022, which according to the petitioner is still pending consideration before the said Authority. Accordingly, a prayer has been made to direct the O.P. No.2 dispose of the representation of the petitioner expeditiously.

Considering the limited nature of grievance and considering the facts and circumstances of the case, this Court directs the Opposite Party No.2 to consider the representation of the Petitioner dated 06.01.2022 (Annexure-4) strictly in accordance with law, as expeditiously as possible, preferably within a period of two months from the date of production of certified copy of this order. The Opposite Party No.2 shall dispose of the same by passing a speaking and reasoned order. Decision so taken be communicated to the petitioner within a period of two weeks thereafter.

With the above direction, the writ petition stands disposed of. 7.
