1. This matter is taken up through hybrid mode.

2. Learned counsel for the petitioner though he lacks locus standi to file the present petition seeking direction from this Court to fill up the post of Professor and Assistant Professor. Though this writ petition has been filed as a camouflage manner substituting a Public Interest Litigation and such PIL is not maintainable so far as service matters are concerned.

3. However, considering the merit of the issue raised in the petition, this Court is of the view that the appropriate authority should look into the genuine grievance and emulate the plight of the students, who are suffering due to absence of teaching staff in the University.

4. In such view of the matter, this Court feels it appropriate to direct the Commissioner-cum-Secretary to Higher Education Department,

// 2 // Government of Odisha, Bhubaneswar, Dist. Khurda to dispose of the representation filed by the present petitioner by passing a reasoned order and the said representation be disposed of within a period of one month from the date of presentation of this order without further delay.

5. The writ petition is disposed of accordingly.
