1.This matter is taken up through hybrid mode. 2.Heard learned counsel for the parties.

3.The petitioner has filed this writ petition challenging the inaction of the opposite party No.1 in not responding to the letters of opposite party No.3 at Anneuxres-7 & 9 regarding promotion of the petitioner to the post of Senior Assistant with effect from the date of promotion of opposite party No.4.

4. Learned counsel for the petitioner submits that the petitioner was appointed as Peon in the office of the Sambalpur University. His post was declared as

// 2 // confirmed by the opposite party No.3 from the date of his joining i.e. on 1.2.1984. In course of service period he has successfully completed H.S.C. examination and +2 Arts examination for which he was appointed as Junior Recorder on promotion by the Chancellor of the University. Further due to his sincerity in his service, he was again promoted to the post of Senior Recorder in the scale of pay of Rs.4000-100-6000/- with usual allowance as admissible from time to time. Despite completion of fifteen years of service and having possessed requisite qualifications for the promotion to the cadre of Senior Assistant he has been deprived of it even after submission of representation under Annexure-5 by him and letters therefor issued by the opposite party No.3/ Registrar, Sambalpur University under Anneuxures-7 and 9 with respect to clarification sought for eligibility of Senior Recorder for recruitment/ promotion to the rank of Senior Assistant.

5. However, considering the facts and submissions made, the writ petition is disposed of directing the opposite party No.1 to dispose of the representations under Annexures- 7 and 9 as expeditiously as possible preferably within a period of two weeks from the date of

// 3 // receipt of certified copy of this order along with a copy of the writ petition since the petitioner is going to retire on the 31st of July, 2022.

6. With aforesaid observation, the Writ Petition is accordingly disposed of.
