1. The Petitioners' representation dated 28th September 2021 (Annexure-3 series) be examined by the Collector, Keonjhar and after giving an opportunity of hearing to the Petitioners as well as Opposite Party No.5 and after receiving inputs from both Opposite Party Nos.3 and 4, the Collector shall pass a reasoned order thereon not later than 1st November 2022, and such order shall be made available to the parties not later than 8th November, 2022. The Court clarifies that it has not expressed any view in the matter.

2. The writ petition is disposed of in the above terms.
