1. Heard Mr. A.K. Mohanty, learned C.G.C. for the Appellant as well as Mr. P.K. Behera, leaned counsel for the Respondent Nos.1 to 4.

2. There is delay of one year and 41 days in filing the appeal.

3. The cause of delay as stated in the application and submitted by Mr. A.K. Mohanty is that, due to consultation with the conducting counsel, getting his opinion and to get approval of the higher authority for filing the appeal.

4. The explanation offered in the limitation petition is nonspecific and without details. Thus the same is not found satisfactory as sufficient reason to condone the delay.

5. Accordingly, this Court is not inclined to condone the delay in filing the appeal.

6. The I.A. is dismissed. Consequently the appeal is dismissed on the ground of limitation.
