This is an application seeking leave of this court for withdrawing this writ petition. Mr. Mohapatra, learned counsel has submitted that there is a possibility of negotiated settlement. The petitioner is inclined to explore that possibility and that is the sole reason for seeking withdrawal of this writ petition.
