This matter is taken up through Hybrid Arrangement (Virtual /Physical Mode).

Heard learned counsel for the Petitioner and learned Additional Government Advocate.

The Petitioner has filed this writ petition with the following prayer :
"The Petitioner therefore prays that Your Lordships would be graciously pleased to admit this writ application, call for the records and after hearing the parties allow the same with cost and issue a writ/writs in the nature of certiorari/mandamus and also issue any other or further writ/direction commanding the Opposite Parties/Authorities particularly O.P.No.3 to grant/sanction/release the MACP benefits in favour of the Petitioner after completion of is 10/20/30 years of service i.e. 2nd MACP w.e.f. 14.08.2006 and 3rd MACP w.e.f 01.08.2011 fixing the grade pay of Rs.5,400/- in favour of the Petitioner and to fix the Petitioner's pay in Level-8 Cell 24 at Rs.57,500/- in the pay matrix of ORSP Rule, 2017 I view of the judgment dated 27.06.2016 passed by this Hon'ble Court in WP(C) No.2831 of 2016 in the case of State of Odisha and others Vs. Biharilal Barik and others under Annexure-3 and further release all arrear financial benefits in favour of the Petitioner within a stipulated time;
And pass any other order or orders as this Hon'ble Court

In course of hearing, learned counsel for the Petitioner submits that the Petitioner may be permitted to file a fresh representation ventilating his grievance before the Block Development Officer, Nischintakoili, Opposite Party No.6 which may be considered within a stipulated time in accordance with law.
Learned counsel for the State on the other hand submits that he has no objection if permission is granted to the Petitioner to file the representation before the Opposite Party No.6 and the same is considered and disposed of in accordance with law 5.
In view of the aforesaid limited nature of grievance of the Petitioner, this Court disposes of the writ petition granting liberty to the Petitioner to file a fresh representation before the Opposite Party No.6 ventilating his grievance within a period of two weeks. If such a representation is filed within the time stipulated, the same shall be considered and disposed of by the opposite party no.6 in accordance with law within a period of three months thereafter and the decision so taken on the representation of the Petitioner shall be communicated within two weeks thereafter.

With the aforesaid observation the writ application stands disposed of.

Issue urgent certified copy as per Rules.
