1. This matter is taken up through Hybrid mode. Order No.
2. The grievance of the Petitioner in this writ petition is that though he has transferred the vehicle bearing registration number OR-09-B-6243 in favour of Opposite Party No.4, but he has received a notice from the R.T.O., Keonjhar, Opposite Party No.3, imposing excess tax and penalty in respect of the said vehicle.
3. Learned counsel for the Petitioner submits that in the certificate proceeding initiated by the Opposite Party No.3, the Petitioner has given a show cause indicating the reason that he is not liable to pay the tax and penalty but the Opposite Party No.3 has not passed any order on the same.

4. Considering the facts and the submissions made, this Court disposes of the writ petition with a direction to the R.T.O., Keonjhar, Opposite Party No.3, to pass necessary order in the certificate proceeding not later than one month from the date of receipt of a certified copy of the order. If the Petitioner is aggrieved by the order of the Opposite Party No.3, he may ventilate his grievance before the statutory forum available to him against such order.
5. However, pending disposal of the certificate proceeding, no coercive action shall be taken against the Petitioner.
6. Urgent certified copy of this order be granted on proper application.
