1. This matter is taken up through hybrid arrangement.

2. Heard.

3. In this Writ Petition, the grievance of the petitioner is that the petitioner has been transferred from Deogarh Degree College, Deogarh to Panchayat Samiti Higher Secondary School, Danra, Barkote. He further submits that since the petitioner is a Lecturer in Economics in +3 College, she should not have been transferred to a +2 College which dehors the principle governing the transfer. In the case of Nirupama Bal vs. State of Odisha & Ors1. this court observed that the Director, Higher Education, Odisha is the cadre controlling authority of all teaching and non-teaching staffs who are working on 1 W.P.(C) No. 9999 of 2021

// 2 // deployment basis in Higher Secondary Schools under S & ME Deptt. Hence, it has been clarified that the Director, Higher Education Department, Odisha shall look after all service matters like transfer and posting, promotion, pension, pay fixation in respect of all teaching and nonteaching staff. Therefore, Opposite Party No.3-Director, Higher Education, Odisha reserves the authority to pass an appropriate order in the light of aforesaid judgment.

4. The order dated 10.03.2021 is quashed, so far as the petitioner is concerned and the order dated 31.03.2021 passed by the Higher Education Department, Government of Odisha also quashed.
