Since the petitioner seeks direction to opposite party no.3 to refund the escalation bill, this Court is not inclined to entertain this writ petition. However, the petitioner is permitted to pursue his remedy before the appropriate authority in terms of the DTCN/agreement executed between the parties.

With the aforesaid liberty, the writ petition stands disposed of.
