This matter is taken up through Hybrid Mode.

Mr. L. Mishra, learned counsel for the petitioners has candidly submitted that he could not obtain any instructions from the petitioner whether to proceed with the case or not.

In such circumstances, we are of the view that the writ petition is liable to be dismissed for non-prosecution. Accordingly, it is ordered. However the petitioner will be at liberty to approach this court again in the same subject matter, if warranted by the circumstances. 4.
Mr. D. Nayak, learned Additional Government Advocate appears for the Opposite Party No.1 and Mr. B. Mohapatra, learned counsel appears for the Opposite Party No.2.
