This matter is taken up through Hybrid Arrangement (Virtual /Physical Mode).

Heard learned counsel for the Petitioner and learned Additional Government Advocate.

The Petitioners has filed the present writ application with the following prayer :
"It is therefore prayed that this Hon'ble Court may graciously be pleased to admit this Writ Application and an order may be issued to the Opposite Parties to file their counter and after hearing both sides, an order may be passed directing the Secretary to Government, Fisheries and Animal Resources Development Department, Odisha, Bhubaneswar to regularize the service of the Petitioner as Class-D employee in any Establishment under the Directorate of AH & VS, Odisha, Cuttack within a short stipulated time.
And/or any other order(s)/direction(s) as Your Lordship deem fit and proper."

In course of hearing, learned counsel for the Petitioner submits that the Petitioner seeks liberty to file a fresh representation ventilating his grievance before the Secretary to Government, Fisheries & Animal Resources Development Department, Odisha,
// 2 // Opposite Party No.1 and the same may be considered within a stipulated period of time in accordance with law. Learned counsel for the State on the other hand submits that he has no objection if liberty is granted to the Petitioner to file a fresh representation before the Opposite Party No.1 and the same is considered and disposed of in accordance with law within a stipulated period of time.

In view of the aforesaid limited nature of grievance of the Petitioner, this Court disposes of the writ petition granting liberty to the Petitioner to file a fresh representation before the Opposite Party No.1 ventilating his grievance within a period of two weeks from today. If such a representation is filed within the time stipulated, the same shall be considered and disposed of by the opposite party no.1 in accordance with law within a period of four months from the date of production of certified copy of this order along with the representation and the decision so taken on the representation of the Petitioner shall be communicated to the Petitioner within two weeks thereafter.

With the aforesaid observation the writ application stands disposed of.

Issue urgent certified copy as per Rules.
