1. The only short question is whether the headquarters of the Grama Panchayat should be at Jhunungpalli or at Tal. Admittedly, the distance between the two is just 3 kilometers.

2. In the circumstances, the Court is not inclined to interfere in the matter. The impugned order of the learned Single Judge is affirmed. The writ appeal is, accordingly, dismissed.
