1. The Petitioner seeks refund of the application fee collected by the State Government from the Applicants pursuant to a Special Recruitment Drive of 2014 which ultimately came to be cancelled with no recruitment taking place.
2. The present petition has been pending since 2015. The Court is not persuaded to hold that collecting Rs.100/- from each of the Applicants towards the Recruitment Drive by the Government is an unreasonable exercise considering that a lot of arrangements have indeed to be put in place for such a special recruitment drive. It would not be practical for the Government to be ordered at this stage, more than seven years after the said recruitment drive, to locate each of the Applicants to refund the application fee collected.
The expenditure involved in making such refund would be far more than Rs.100/- collected from each student.
3. The Court is, in the above circumstances, not persuaded to issue a mandamus as prayed for.
