This matter is taken up through hybrid arrangement (virtual/physical mode).

Heard learned counsel for the Petitioner as well as learned counsel for the State.

The Writ Petition has been filed by the Petitioner with the following prayer:

"The petitioner therefore prays that your Lordships may graciously be pleased to:- i) Direct the Opp. Parties to grant similar benefits of pension and pensionary benefits by counting his entire past services rendered under Job contract estt. Along with regular estt. In the light of the decision of this Hon'ble Court in WPC No.14244 of 2006 which has been affirmed by the Apex Court in SLP© No.12573/2015 and T.A. No.11/1993, which has been affirmed by the Apex Court as well as recent decision of a Division Bench of this Hon'ble Court dtd.19.04.2022 in WPC No.3987 of 2017 and decision held by the Apex Court vide judgment dt.26.08.2020 in Civil Appeal No.3984 of 2010, V. Sukumaran vrs. State of Kerala and others as well as the benefits given to other similarly situated persons vide Annexure-7;

ii) Pass such other orders/directions as may be deemed fit

// 2 // and proper in the bonafide interest of justice.

Learned counsel for the Petitioner submits that ventilating his grievance he has submitted a representation before the Director of Land Records and Surveys, Odisha, Cuttack, Opposite Party No.2, dated 27.12.2021 under Annexure-5, which according to the Petitioner is pending before the Authority for consideration.

Considering the limited nature of grievance and considering the facts and circumstances of the case, this Court directs the Director of Land Records and Surveys, Odisha, Cuttack, Opposite Party No.2 to consider the representation of the Petitioner dated 27.12.2021 (Annexure-5) within a period of two months from the date of receipt of certified copy of this order, strictly in accordance with law by passing a speaking and reasoned order. Decision so taken be communicated to the Petitioner within a period of two weeks thereafter.

6. With the above direction, the Writ Petition stands disposed of.
