23090, 23569 of 2015 These matters are taken up through hybrid mode. 2.
In compliance to the order dated 25.07.2022 and 01.08.2022, Mr. P.K. Mohanty, learned Senior Advocate appearing for the OPSC produced the necessary instruction in sealed cover. The said sealed cover document is opened and it is found that none of the Petitioners was qualified in the examination and the reason for such disqualification has also been stated in the said order. Which mandatory in nature as per OCS Recruitment Rule N.B:- 1.
The Civil Services Examination is conducted in three stages, the object of which is to secure best and the most suitable persons for the job, avoiding patronage and favoritism.

The Preliminary examination is a qualifying in nature while Written (Main) Examination is to access the candidates' knowledge and intellectual ability.
3.
The interviews/viva voce test is conducted to access the candidates overall intellectual and personal quality. The object of conducting the examination in three stages is to eliminate less meritorious candidates.
