1. The work in question has been allotted to the Odisha Construction Corporation Limited which is a Government of Odisha undertaking. Consequently, the Court is not persuaded that there has been any violation of the guidelines which require preference to be given to Small and Medium Enterprises as that would come into play if the process of award of tender had been initiated by any public tender. Consequently, the Court is not persuaded to interfere.

2. The writ petition is dismissed.
